CONSTITUTION OF THE K1 TRIATHLON CLUB - RAF AKROTIRI

INTRODUCTION

 

1.         The K1 Triathlon Club aims to encourage men and women to be fit and healthy in body and mind through taking part in the 3 disciplines of swimming, cycling and running.  The Club stands alongside the British Triathlon Association (BTA) and other Triathlon clubs by promoting the sport across a wide spectrum of ages and abilities and, by introducing the element of competition, attempts to add excitement to participation.  Competition also achieves the secondary aim of providing the opportunity for talented individuals to achieve excellence within the sport both locally and at all available levels within the Services and up to international standard.

 

CLUB NAME AND ADDRESS

 

2.         The name of the Club is the "K1 Triathlon Club".  Its premises are co-located with the Jolly Juggler’s Beach Club of Operations Wing at Royal Air Force Akrotiri in the Western Sovereign Base Area (SBA) of Cyprus, and its address is as follows:

CLUB STATUS

 

3.         The Club is a closed club, affiliated to the BTA, with membership restricted to serving members of British Forces Cyprus (BFC) (both servicemen and civilians) or the United Nations (UN) and their dependants as well as those members of the local Cypriot community (including expatriates) who are accepted for membership by the Committee.  The Fiscal Officer of the SBAs has determined that membership from the local community should not exceed 15% of the total (Reference A refers).

 

CLUB OBJECTIVE

 

4.         The objective of the K1 Triathlon Club is to promote the sport by every possible means and to provide the opportunity for men and women serving throughout Cyprus to take part in triathlons and duathlons.


ACHIEVING THE OBJECTIVE

 

5.         The K1 Triathlon Club aims to achieve the following objectives:

 

a.         Establish, within the approved framework of RAF Akrotiri's sporting clubs, a Club Committee and a comprehensive operating routine.

 

b.         Create and encourage interest in the sports of triathlon and duathlon at both novice and competitive levels, and develop membership of the Club.

 

c.         Provide triathlon training facilities for Club members.

 

d.         Organise regular triathlon/duathlon events, individual RAF Service championships and bi-annually host the Inter-Services championships in Cyprus².

 

e.         Establish, safeguard and review competition rules (based on the rules of the British Triathlon Association) and safety rules (which for water safety are based on Army General Administrative Instructions (AGAIs) Volume 1, Chapter 18 – Safety Precautions in Training: The Hazards of Water) to be observed by all competitors.

 

f.          Publish each year a programme of events approved by the Club Committee.

 

g.         Encourage club members to participate in triathlon and duathlon events, both locally, in Cyprus and internationally. 

 

OPERATION OF THE CLUB

 

6.         Club Rules.   The Club Rules are to be kept to the minimum commensurate with the legal requirements of clubs operating with the permission of Comd WSBA.

 

a.         Composition of the Committee.   All Club Committee Members except the President and Officer in Charge (OIC) are to be confirmed in their appointment at the Annual General Meeting (AGM).  The Club Committee is to be maintained as follows:

 

(1).       President.   This is an ex-officio appointment nominated by the Stn Cdr.  The President will usually be any senior officer at RAF Akrotiri.  His[1] role is to guide the OIC.

 

(2)        OIC.   The OIC is to be a serving officer in BFC who is responsible for overseeing the day-to-day running of the Club.  He is personally accountable to Comd WSBA, through OC Admin Wg, for ensuring the club operates in accordance with Non-Public Accounting Regulations (AP 3223 and Reference B) and WSBA Standing and Routine Orders.  He is also to be aware of the extent of cover provided by the Service Funds Composite Insurance in accordance with Reference C.

 

(3).       Chairperson.   The Chairperson is responsible for reviews of the Constitution, the overall running of the Club, the control of all meetings, the provision of advice on Club organisation.  His detailed Terms of Reference (TORs) are at Annex A.

 

(4).       Club Secretary.   The Club Secretary is responsible for the organisation, agenda and minutes of all meetings, undertaking the Club's routine correspondence and maintaining the list of Committee Members.  In addition, he should lead on Club development matters.  His detailed TORs are at Annex B.

 

(5).       Club Treasurer.   The Club Treasurer is responsible for handling and accounting for all monies paid into or out of the Club and for the preparation of accounts as well as the management of the Club's account with RAF Akrotiri Service Funds.  A statement of account is to be produced for the Chairperson in time for each Committee Meeting.  His detailed TORs are at Annex C.

 

(6).       Committee Members.   Aside from the OIC, Chairperson, Club Secretary and Treasurer the Committee will include a minimum of another 4 members who may be responsible for Membership, Sponsorship, Publicity/Newsletter, Event Co-ordination and Property.  In addition to their specific duties, all Committee Members should make the effort to assist with race preparation.  The Club Secretary will maintain a list of Committee Members and is to provide each with Terms of Reference.  The detailed TORs for the Publicity and Property Members are at Annex D & E. 

 

(7).       Child Welfare Officer.   The child welfare officer is responsible for any event which allows children to participate.  In addition to the physical protection of children, the child welfare officer is to ask for parental authority to use photographs which may be used for post race publicity purposes before they may be submitted to any agency for publication.  (This could be achieved on entry forms which must be signed by a parent before a child is allowed to participate)

 

b.         Frequency, Attendance and Content of Meetings.

 

(1).       AGM.   The AGM will normally be held before the start of triathlon competition in March each year.

 

(2).       Routine Committee Meetings.   Committee meetings will be held monthly during the Triathlon competition season, usually before a race to confirm the arrangements.  Outside the race season they are to be held as required.

 

c.         Voting Rights.   All Club members shall have equal voting rights at the AGM or at any Extraordinary General Meeting (EGM) called.  In the event of the vote on a motion being tied then the OIC shall have the casting vote.  In addition, should the Club Committee or Annual General Meeting adopt a motion that is objected to by the OIC, then he shall have the right to veto the motion after which he is to immediately consult the President on the way forward before seeking sanction for his action from the Officer Commanding Administrative Wing (OC Admin Wg) RAF Akrotiri.  OC Admin Wg's verdict on the matter is to be final.

 

d.         Expatriates Cypriots and Holidaymakers.   If approved by a committee member, and provided they fulfil the necessary security requirements for entry to RAF Akrotiri, any expatriate, local Cypriot or holidaymaker on the Island shall be permitted to compete in a Club-organised triathlon or duathlon.  All applications for membership from expatriates and local Cypriots shall first be approved by the Club Committee and then ratified at the next AGM.  A statement from the Membership Secretary on the number and percentage of existing expatriate and Cypriot members shall precede approval at the AGM, (which is to meet the requirements of Club Status at Paragraph 4 above).  

 

e.         Changes to the Constitution.   Changes to the Constitution may be proposed at any time, but will normally follow a review led by the Chairperson.  Proposed changes are to be voted at the next AGM, unless the OIC agrees to the calling of an EGM.

 

f.          Membership Rights and Fees.   Members are entitled to use the Club's facilities and to loan equipment from the Equipment Member on completion of the required paperwork.  Membership fees are payable on joining the Club and will cover the period until the next annual fee is due on 1 January each year.  New members joining after 1 July will pay at a reduced rate.  Membership fees are to be set annually by the AGM.  Only paid up members may vote at meetings.  Members will be entitled to compete at triathlons and duathlons at a reduced rate.  The current membership and competition fees are detailed at Annex F. 

 

g.         Sponsorship of the Club and Individuals.   Sponsorship of either the Club or any individual member of the Club must be approved by the Committee and published at the AGM. 

 

CLUB COMPETITIONS

 

7.         Competition Rules.   The rules for competition will, where possible, be aligned to those of the BTA.  Changes to the rules are to be approved by the Committee and confirmed by the AGM.  The current competition rules are at Annex G.

 

8.         Competition Diary.   The Club aims to hold a regular programme of races beginning with a "Try-a-Triathlon" Event and then events of increasing length culminating in the full “Standard” distance events which also incorporate the RAF single Service and bi-annually the Inter-Services Championships.  In addition, a Winter Duathlon series will also be held.  The programme of races will be confirmed at the AGM, and the current template is at Annex H.

 

9.         Safety and Duty of Care Issues.

 

a.         Safety Cover for Competitions and Organised Training Events.

 

(1).       Insurance, Duty of Care and Health & Safety Requirements.  Neither Club officials nor members will be liable to any member or guest for injury, loss or damage to property that occurs on the club premises.  The Club has insurance provided by the Service Funds Composite Insurance and the BTA's Club Membership Insurance to cover any such claims as might arise.  However, individual members are advised to take out personal insurance to cover their sporting activities.  The Club operates under the same European Union duty of care, environmental protection, health and safety and hazardous substances (transport and disposal) legislation, as does BFC in general.  This includes both individual and corporate responsibility with regard to the daily operation of the Club and its equipment, but is perhaps unique in terms of the competition requirements.  An event organiser is to be nominated by name for each race.  The safety requirements during competition (which are incorporated within the Club Competition Rules at Annex G) must be detailed verbally by the race organiser to those competing at the race brief immediately before the start of competition. 

 

(2).       Specific Competition Safety Measures.   The following specific safety measures are to be in place for each competition as appropriate:

 

(I).       Water Safety Cover.   Water safety cover is to conform to the requirements of AGAIs Volume 1, Chapter 18 as detailed in the Club’s response and associated Risk Assessment at Reference D.  Sufficient water safety cover must be provided for all triathlons.  The minimum is to be one water-borne craft with a dedicated helper on board who is capable of rescuing a swimmer in difficulties as well as two persons on the beach who are Cardio-Pulmonary Resuscitation qualified; one of these is to keep a watch at all times over the swimming course from the rock groynes so that both can provide help during a rescue or summon professional medical assistance if required.  Normally, No 417 Maritime Troop, the Canoe Club and the Water Ski Club can be approached to provide safety cover.  All competitors are to wear the swimming caps provided.  In addition, the competition organiser is to check water temperature (with the RAF Akrotiri meteorological office) in order to determine whether competition may proceed (temperature from 10oc to 13oc with a compulsory wet suit), whether the wearing of wet suits will be permitted (temperature from 14oc up to 20oc).  However, if temperatures are marginal or difficult conditions exist (high winds or excessively hot temperatures), the organiser must be aware of the possibility of hyper/hypothermia, and if necessary shorten or cancel the swimming element of the competition.

 

(II).      Cycle Safety Cover.   For cycling, all the normal rules of the road apply but, unlike other cycle races, drafting is not permitted.  In addition, helmets are to be worn for all races and specialist equipment, such as tri-bars, is to comply with the current BTA and Club rules.

 

(III).     Running Safety Cover.   The same principles regarding heat stress apply as much (if not more) to running as swimming.  Water must be provided at regular intervals along the course, and the organiser must be aware of the possibility of Hyper/Hypothermia.  Competition should be shortened or cancelled if conditions become extreme.

 

(IV).     General First Aid Matters.   The Club first aid kit is to be complete and available throughout competition.  Likewise, if no medical or ambulance cover is present, the serviceability of the Club telephone is to be confirmed before the race begins in order to summon the necessary assistance if required.  The Station Medical Centre (SMC) is to be informed that competition is taking place, and the location of specialist equipment, such as torpedoes/throwing lines, is to be shown to lifeguards and beach assistants.

 

DISSOLUTION OF THE CLUB

 

10.       The Club shall only be dissolved on the instruction of Comd WSBA RAF Akrotiri or on a resolution to that effect passed by a two-thirds majority at a full AGM/EGM.  Dissolution shall be followed by offering the Club’s equipment to another Services Triathlon Club or by disposal on the advice of OC Admin Wg, RAF Akrotiri.

CHAIRPERSON

 

1.         As the Chairperson for the K1 Triathlon Club you are responsible to the OIC for the efficient administration and organisation of the Club for the benefit of all members in accordance with the Constitution.  In addition you are responsible for:

 

a.         Chairing all Committee meetings, AGMs and EGMs.

 

b.         Reviewing the Constitution in consultation with the Committee prior to the AGM and propose any amendments.

 

c.         Providing advice on the organisation of the Club, including the running of events, in accordance with British Triathlon Association rules.

 

d.         Liasing with the OIC on matters concerning club facilities and accommodation.

 

e.         Bringing to the notice of the OIC any matter that may affect the Club or the sport in Cyprus.

1.         As the Secretary of the K1 Triathlon Club you will be elected at the AGM (or at a Committee meeting if circumstances dictate) and will be responsible to the Chairperson for:

 

a.         Advising the Chairperson of any difficulties arising in the Club organisation.

 

b.         Producing an agenda, in consultation with Committee members, for all Committee meetings.

 

c.         Making arrangements for all Committee meetings, an AGM and any EGMs required by circumstances.

 

d.         Taking the Minutes at all Club meetings, producing the Minutes and distributing the Minute Book within 5 working days of the meeting.

 

e.         Undertaking the routine correspondence of the Club.

 

f.          Maintaining a current list of Committee members, including their addresses and contact telephone numbers and distributing it to all Club members.

TERMS OF REFERENCE - K1 TRIATHLON CLUB

 

CLUB TREASURER

 

1.         As the Treasurer of the K1 Triathlon Club you are to be familiar with these Terms of Reference and comply with them to the best of your ability.

 

2.         You are responsible for handling and accounting for the clubs money.  At the beginning of your period in office you are to sign a “Form of Acceptance of Responsibility for Handling Non-Public Monies”.  You are to keep all monies in the cash box provided and hand money in to NONPAS as detailed on the Form of Acceptance.

 

3.         You are to receive in to the account any entrance fees from races and other sources as they occur and issue cash in payment for expenses incurred by the club and as authorised by the Committee.

 

4.         Your cash holding is not to exceed C£100.00.  Cash in excess of this figure must be paid in to the NONPAS cashier for credit to the account.

 

5.         You are to maintain a cash book in accordance with AP 3223, Administration and Accounting for Non-Public Funds.

 

6.         You are to attend the Triathlon Committee Meetings and present the monthly statement of account to the Committee.  If you are unable to attend the meeting in person you are to pass the prepared statement of account to the Chairman to present to the meeting.

TERMS OF REFERENCE – K1 TRIATHLON CLUB

 

PROPERTY MEMBER

 

1.         As property member of the K1 Triathlon Club, you will be elected at the AGM (or at a committee meeting if circumstances dictate).  You are to be familiar with these Terms of Reference and will be responsible to the chairperson for:

 

a          Maintaining a Property Book in accordance with AP3223, Administration and Accounting for Service Funds.

 

b.         Ensuring the K1 Triathlon Club property is adequately insured.

 

c.         Maintaining the K1 Triathlon Club equipment in a serviceable and safe condition.

 

d.         Ensuring the safe custody of K1 Triathlon Club equipment.

 

e.         Ensuring any loss or deficiency if the K1 Triathlon Club property is brought to the attention of the OIC, Chairperson and relevant authorities immediately.

 

f.          Advising the Chairperson of any difficulties encountered and of any requirements or proposals for new equipment.

 

g.         Maintain a Hire Register of all club equipment on loan.

 

h.         Ensure that bike hire is to Club Members ONLY and the following criteria are adhered to:

 

            (1)        Hire is limited to one month MAX.

            (2)        All bikes are to be returned to the club on the Saturday before a race.

            (3)        A returnable bond of C£25 is paid before hire.

            (4)        Bike hire is C£5.00 per week.

            (5)        At the commencement of hire all customers MUST sign a declaration    (Pre formatted hire agreement)

K1 TRIATHLON CLUB - MEMBERSHIP AND RACE FEES

 

1.         Membership and Race Fees will be agreed at Committee, and are to be ratified by the AGM.

 

2.         Current fees are as follows:

 

a.         Membership Fees £5 per year (£8 for family membership), reduced by £2 from the July Triathlon.

 

b.         Temporary Member £3 irrespective of visit duration.  (Allows personnel to hire club property and access to K1 swim session)

 

c.         Race Fees £2 for Full Members and £3 for non-members.

 

d.         Bike Hire (per week) £5 (available to club members only with £25 returnable bond).  Race day Bike Hire - £2.50 (available to non-members)

 

e.         Swim Ticket £10 (members only) – Akrotiri pool Tri Club Hour.

 

f.          Swim session £1 (swim member) £2 (club member) - Payable on pool side (pays for swim coach fees)

3.         Membership entitles individuals to reduced race fees and use of Club facilities, equipment and tools.

 

4.         Membership fees are due on 1 January each year.  Existing members are to renew by the first race in January (normally the last Sunday).  Persons who have not renewed by this date will no longer be eligible for reduced entry fees.


ANNEX G TO

K1 TRIATHLON CLUB COMPETITION RULES

 

1.         The K1 Triathlon Club will use, where possible, the same rules as the BTA.  The salient points to be delivered to competitors at race briefings are detailed below.

 

GENERAL

 

2.         Race will start in …… waves (usually 2 waves):

a.         Long Distance and Relay Race.

 

b.         Short Distance/Try Tri Event.

 

3.         As a general point, remember that your time for the swim, bike and run is cumulative and it includes the time you spend in transition. 

 

4.         All competitors are to wear their identifying race number on both arms and legs.


5.         I will now cover the specific points, starting with the swim.  

           

SWIM

 

6.         The water temperature is ……….. and therefore wet suits are/are not permitted (wet suits are only allowed if the water temperature is below 21oc).

 

7.         All swimmers are to wear the swim hat provided.

 

8.         To compete at this event you must be able to swim and you must be fit and healthy with no ear infections.  If you are not a strong swimmer, you are advised not to stand on the front line because you will get swum over.  Safety cover for the event is provided by 417 Maritime Troop, the Canoe Club and there are also ….. Lifeguards on the beach.  If you get into difficulties, attract attention and you will be rescued.  The SMC has also been informed that the event is taking place.

 

9.         On leaving the water, drop your swim hat in the bin provided by the showers (we need them for the next race).

 

10.       Swim Route.

 

a.         Short Course.   Describe course.

b.         Long Course.   Describe course.

11.       Anyone missing out a buoy or taking the wrong route will incur a time penalty.

 

12.       Remember for all the courses, you may only exit the water between the groynes.  Please be careful of the rocks near the entrance, as it is quite shallow in places, particularly on the right hand side as you look at it from here.

 

13.       Are there any questions about the swim?

 

CYCLE

 

14.       Next the cycle.  And the first point is that the normal rules of the road apply.  I know there is the temptation to roar across a junction confident in the belief that everyone knows you are racing and have priority, but you don’t.  We’ve got a police marshal out there, but it is your responsibility not to cause an accident.

 

15.       If your bicycle is fitted with tri-bars they are to comply with the current BTA Rules. 

 

16.       Cycle helmets are compulsory, and if you have borrowed one from the club, please ensure it is returned and signed back in at the end.

 

17.       Cycle helmets must be done up before removing your bike from the rack in transition.  And they may not be undone or removed until you have re-racked your bike at the end of the cycle.

 

18.       Your bike is to be racked in the same place you took it from.

 

19.       You may not cycle in the transition area.  But you may run with your bike along the path from transition to the Mount/dismount line and only there should you start to cycle.  Likewise, on your return you must dismount at the line and wheel your bike back to the rack.

 

20.       Beware of runners and in-coming cyclists as you leave transition.  And please call out your number to help the timekeepers.

 

21.       The minimum clothing to be worn during the cycle is a Tri top or vest and trunks.  Cycling bare-chested is not allowed.

 

22.       When cycling, drafting is not allowed.  The draft zone extends back from the cyclist in front for 10 metres, and it is 3 metres wide.  Once you have entered the zone, you are allowed 30 seconds to overtake that cyclist.  Once overtaken, a cyclist must drop back and allow the person overtaking to pull away.  Persons caught drafting will incur a time penalty.
